Mentally Disabled Son Dies as a Result of Excessive Use of Force by Port Arthur Police Department

On the morning of August 1, 2016, Manuel Delacruz tragically died as a result of excessive use of force by officers of the Port Arthur Police Department. Manuel was 26-years-old and suffered from severe schizophrenia. On the morning of his death, he went to Medical Center Southeast Texas in Port Arthur, Texas for treatment of his mental disorder. Manuel’s parents contacted the Port Arthur Police Department to get a mental health warrant in order for Manuel to be treated at the medical center. The law enforcement officers of Port Arthur Police Department engaged in multiple acts of improper and excessive use of force in trying to detain Manuel, including tasing and striking him, which ultimately ended up killing Manuel.
